Job Description
JOB PURPOSE

The Vacancy of General Manager: Technical based in Kempton Park SA Express Airways will be responsible for providing strategic direction to Technical Service entities ensuring that they operate effectively and efficiently, that they are sufficiently flexible and skilled to remain viable in a constantly changing market and that they are aligned with the strategic intent of the business.

Minimum Requirements
KEY REQUIREMENTS

• Matric/Grade 12 and Tertiary Degree
• Post graduate qualification in Logistics, Quality Management or Transport Economics would be advantageous.
• Qualified Aircraft Technician
• 5 years’ experience in Quality Management would be advantageous.
• 5 years’ experience in Project Management advantageous.
• Aircraft Mechanical Engineer
• Project Management
• 8 years’ experience in the aviation industry, with minimum 3-5 years in Technical Maintenance Management and or Executive Management.

Duties & Responsibilities
• Plan, develop and implement strategy/ies for all technical and engineering services entities to meet agreed organisational performance plans within agreed budgets and timescales (covering relevant areas of Technical Services Business Unit - e.g. Aircraft Maintenance, Engineering, Workshop, Maintenance Planning, Training and Quality Control;
• Establish and maintain appropriate systems for measuring necessary aspects of operational management and development to ensure compliance with all regulations necessary for the operations of the airline (SACAA, IOSA, IATA, Health Safety and Risk);
• Accountable for the development, implementation of all Company Technical Maintenance standards, policies, procedures and processes;
• Accountable for the development of a resourcing model for the efficient running of Technical Maintenance Business Unit by among others, attracting, retaining and developing all human capital in line with all relevant regulations (SACAA, etc.)
• Monitor, measure and report on operational issues, opportunities and development plans and achievements within agreed formats and timescales;
• Develop MIS to track and trace the approved maintenance schedule;
• Advice organisation of technical specification requirements for Fleet Structure, Aircraft acquisition, Lease and Disposal;
• Ensure the attraction, retention and development of direct reporting staff including making sure that succession planning is in line with the transformational objectives of the organization;
• Manage and control departmental expenditure within agreed budgets;
• Liaise with other functional/departmental managers so as to understand all necessary aspects and needs of operational development, and to ensure they are fully informed of operational objectives, purposes and achievements;
• Maintain awareness and knowledge of contemporary operational development theory and methods and provide suitable interpretation to other Executives, Managers and staff within the organisation;
• Contribute to the evaluation and development of operational strategy and performance in co-orporation with the executive team;
• Ensure activities meet with and integrate with organisational requirements for quality management, health and safety, legal stipulations, environmental policies and general duty to care;
• Accountable for the development and implementation of all Service Level Agreements that are benchmarked and evaluated timeously for the efficient and legal running of the flight operations.
• Execute the responsibilities of an Executive according to lawful and ethical standards, as required by good governance practices.

Safety and Security Plans, Policies, Procedures and Processes
• Define and ensure implementation of Technical maintenance processes, policies and procedures.
• Identify Technical maintenance process improvement opportunities and ensure that processes are re-engineered to meet operational requirements and safety and security standards.
• Monitor Technical maintenance compliance with the company Flight Safety Plan and its Security Plan.
• Ensure that employees are trained on Technical maintenance policies, procedures and Flight Safety Plan and Security Plan.
• Ensure compliance to governance
• Ensure security violations are appropriately resolved.
• Ensure technical safety standards meet SACAA standards.
Maintenance support systems and technology
• Identify and ensure implementation of Maintenance support systems, technology and infrastructure.
• Ensure that the maintenance team is trained on maintenance support systems and technology.
• Ensure that the support systems and technologies are monitored and maintained.
• Maintenance support systems, technology and infrastructure are benchmarked within the aviation industry and balanced according to capacity and organisational demand.
• Ensure that workshops and engineering are cost effectively and efficiently managed, and that technology and equipment is up to date and appropriate.

• Be trained in safety and quality management systems and
• Be competent to conduct SMS duties including the submission, analysis and applicable corrective action at all times.
